The words "up to" matter. That figure is the most the program pays per activated sign up, not a typical or promised amount. The 20% applies to year one revenue from a referral, as the page states it.

How a referral qualifies: the 180-day upgrade window

A sign up alone does not count. Notion's affiliate page says a new workspace must upgrade to a paid Plus or Business plan within 180 days of the click.
