The phrase "up to" is doing real work in that sentence. It is the top rate the program offers, according to its own page.

What affiliates can promote: ElevenCreative, ElevenAgents and ElevenAPI

Those are the products the page names. It does not list other products, so do not assume you can promote anything else. Stick to what the page allows.

So the program runs with PartnerStack's involvement, as the page states.
